Information about the Infrastructure Delivery & Prioritisation SPD

To support the implementation of a Community Infrastructure Levy (CIL), Runnymede has prepared a second iteration of the draft Infrastructure Delivery & Prioritisation Supplementary Planning Document (SPD). The SPD sets out a hierarchy of infrastructure and how the Council will prioritise its infrastructure spending. The SPD also clarifies the Council's approach to Section 106 contributions on adoption of CIL and sets out the basis for calculating developer contributions through Section 106 agreements.

Consultation on the draft Infrastructure Delivery & Prioritisation SPD

The first iteration of the draft Infrastructure Delivery & Prioritisation SPD was open to public consultation for a period of 6 weeks from 24th February to 6th April 2020 which was extended to Friday 24th April due to the Covid-19 pandemic. A summary of all the representations made to the draft SPD and how the Council has taken these into account in the second iteration of the draft can be viewed in the Regulation 12 Consultation Statement as set out below. A copy of the first draft SPD is still available to view at the bottom of this page.

In light of the representations received and confirmation from Homes England of a successful Housing Infrastructure Fund (HIF) bid for improvements to the A320 north of Woking, the Council has made a number of amendments to the draft SPD.

The amended draft SPD is open to consultation for a period of 4 weeks from Friday 17th July to 5pm Friday 14th August 2020 and is accompanied by an updated Strategic Environmental Assessment/Habitats Regulations Assessment (SEA/HRA) screening assessment as well as an updated Equalities Impact Assessment screening. For the duration of the current Covid-19 lockdown measures, hard copies of the draft Infrastructure Delivery & Prioritisation SPD cannot currently be accessed at usual public venues such as the Council offices or many libraries. However, given that Egham library within Runnymede and Weybridge & Woking libraries just outside of the Borough have reopened, copies of the draft SPD and Statement of Consultation are available at these locations for those people without ready access to the internet and who might want to come in and take away a copy with them as study space in the libraries is not currently open. 

Whilst the Council would normally provide other documents to read alongside the core consultation documents, given the impacts of Covid-19 and space within libraries, the Council will instead make these documents available on request.

Should the Council offices and remaining local libraries (Addlestone, Chertsey, New Haw & Virginia Water) re-open to the public during the period of this consultation, the above hard copy documentation will also be made available in these locations as soon as practically possible.

If you are unable to submit your comments electronically please send your written comments to the Planning Policy and Economic Development team, Runnymede Borough Council, Civic Centre, Station Road, Addlestone, KT15 2AH to arrive by the close of the consultation period (5pm Friday 14th August 2020).

Anyone can make a request to be notified of when the SPD is adopted in their representation.

All representations made during the course of the consultation must be made in writing. Anonymous representations will not be accepted. Any comments that could be construed as derogatory towards any individual or group will not be recorded or considered.

Copies of comments received during the course of the consultation will be made available for the public to view on the Council's website. Comments therefore cannot be treated as confidential. Personal details will be redacted prior to publishing. Data will be processed and held in accordance with the Data Protection Act 2018.

Next steps

Following consultation, the Council will collate all responses and publish on the Council's website in a final Statement of Consultation. The Council will consider any issues raised and whether any final changes to the SPD are necessary. Once this is completed, the Council will be seeking to adopt the SPD in Autumn 2020.
