A referendum is a direct vote in which an entire electorate of an area is asked to either accept or reject a particular proposal. This may be the adoption of a new constitution, a constitutional amendment, a law, the recall of an elected official or simply a specific government policy.
The referendum is a form of direct democracy and is governed by The Political Parties, Elections and Referendums Act 2000.
The last national referendum was in 2016 when the government tested the country’s view on UK's membership of the European Union.
Neighbourhood Planning Referendums
The Localism Act 2011 amended the Town and Country Planning Act 1990 and provides for a neighbourhood planning regime.
- It allows parish councils and groups of people from the community to formulate Neighbourhood development Plans and Orders, which can guide and shape development.
- It is intended to shape rather than stop development.

A Neighbourhood Planning Referendum relating to the adoption of Englefield Green Village Neighbourhood Plan was held on Wednesday 13 December 2023. People on the electoral register within the Neighbourhood Area were entitled to vote in the referendum.
