Who is eligible for the register?

The Self-build and Custom Housebuilding (Register) Regulations 2016 came into force 1 April 2016. The Regulations stipulated that local registers are open to anyone over the age of 18 who is either a British Citizen or national of another EEA state or of Switzerland. It is possible to apply for the register as an individual or an association (i.e. a group of people wanting to build homes together).

The Self Build and Custom Housebuilding Regulations were updated in October 2016 and specified that Local Planning Authorities could introduce local eligibility conditions for entry onto the register in the form of a local connection test and a financial solvency test. Amendments to the eligibility criteria for Runnymede including a local connection test and financial solvency test alongside the removal of the requirement to pay an entry fee were approved by Planning Committee on 23 June 2021. They approved the removal of the entry and retention fees, as well as making some minor adjustments to the local connection test.

The updated 2016 Regulations specified that applicants who meet all of the eligibility criteria should be placed onto Part 1 of the register. Those applications that fail a connection test but otherwise meet the eligibility criteria must be entered onto Part 2 of the register. Registration advisory notes below.
