The Community Infrastructure Levy (CIL) is an important tool for local authorities to use to help them deliver the infrastructure needed to support growth and development in their area.
The CIL Regulations 2010 (as amended) set out exactly how CIL funds must be collected and how the funds can be used. Of the total collected:
- 15% is retained by the charging authority (the Council) for use on local infrastructure (or 25% where a Neighbourhood Plan is in place) - ‘Neighbourhood CIL Fund’.
- 80% goes towards more strategic, borough-wide infrastructure (or 70% in a Neighbourhood Plan area) - ‘Strategic CIL Fund’.
- 5% is used to fund some of the administration costs of CIL.

What type of infrastructure can CIL be spent on?
The levy can be used to fund a very broad range of infrastructure, including (but not limited to) transport, flood defences, schools, hospitals, and other community facilities. Definitions are provided in the Planning Act 2008, and the CIL Regulations 2010 (as amended). The national Planning Practice Guidance also sets out how these broad definitions provide flexibility for Runnymede to choose what infrastructure is needed to deliver the Runnymede 2030 Local Plan.

You can view how much CIL has been collected by the Council by accessing the Public Facing Module. This is a live system and is therefore updated daily. There are various ways to search for information which can also be downloaded and/or printed. After the first CIL allocations take place, the Projects Module will be added to show expenditure of CIL within the Borough:

Infrastructure Funding Statements
The Infrastructure Funding Statement is published annually, and provides a summary of all financial and non-financial developer contributions relating to S106s and CIL within Runnymede. It includes a statement of infrastructure projects that Runnymede Borough Council intends to be, or may be, wholly or partly funded by CIL.
