How we spend strategic CIL funds
'Strategic' CIL monies can be spent anywhere in the Borough, regardless of which area new development took place. Runnymede Borough Council, as the charging authority, is responsible for deciding what strategic projects are funded from CIL monies.
Suitable projects are identified through our annual CIL Funding Programme, as described in our Developer Contributions Governance Arrangements. However, a minority of infrastructure projects may also come forward during the year which require urgent CIL funding, which can be considered by the Council outside the normal bidding or identification process.
For the majority of schemes, the CIL Funding Programme identifies a rolling programme of projects for the allocation of strategic CIL monies in the next financial year.
How do we decide which projects receive strategic funding?
We manage an Infrastructure Delivery Schedule (IDS) which is a longlist of all those projects identified as being necessary to support the delivery of the 2030 Local Plan Officers work with infrastructure providers to review the IDS regularly, to update project information and understand priorities. Through collaboration with infrastructure providers and through an annual bidding round, projects are then assessed against a set of criteria to prepare a shortlist of projects that the Developer Contributions Advisory Group can recommend to the Corporate Management Committee for strategic CIL funding.
Each year, we prepare a document called the CIL Funding Programme (CFP). The CFP is a document which sets out the options as to how we can spend strategic CIL monies in the following financial year and recommends a number of shortlisted projects for consideration by the Corporate Management Committee. There is no deadline setting out how quickly the Council must spend the strategic CIL monies.
Inclusion of a project on the IDS does not guarantee the project will receive CIL funding, and many projects on the IDS are funded by other means.

Strategic CIL bidding and assessment process
As part of the CIL Funding Programme, and if sufficient CIL funds are available, a strategic CIL bidding round runs annually in Spring. Application forms and deadlines are published on this page when timescales are finalised. However, detailed Strategic CIL Funding Guidance Notes are available below to indicate the type of information required in an application, and to explain the assessment criteria and process:
Bid recommendations for funding will be presented to the Developer Contributions Advisory Group, comprising local councillors and officers, who will then make formal recommendations to the Corporate Management Committee as to which strategic projects should be funded as part of the CIL Funding Programme.
