Impact of the changes
The changes will predominantly affect those residents receiving Universal Credit.
Working Age customers in receipt of Universal Credit will be treated slightly differently to those who have not yet migrated to Universal Credit.
- If we have sufficient information form the Department for Work and Pensions to assess an entitlement to Council Tax Support, this will be done without the need to apply.
- Small changes in entitlement of £3.25 or less are ignored.
- A flat rate non-dependant deduction of either £5 for those non-dependants not working and £10 for those in work applies.
- There will no longer be an entitlement to an Additional Earnings Disregard.
The change to a minimum of £5 per week will extend the support available to all residents.
Any residents who experience financial hardship as a result of the changes have the option to apply for Discretionary Hardship Relief under Section 13A, Local Government Finance Act 1992.
