As a Council, we have set many ambitious targets to reduce emissions and make us, and the surrounding borough, a more sustainable and environmentally friendly place. Monitoring our progress against these targets is essential to ensure we are on track to deliver.
Greenhouse Gas Emissions Reporting
In 2023, the Council commissioned a study to refine and update our greenhouse gas emissions baseline as part of the Council’s Climate Change Strategy. This report provides the most accurate data possible against which to monitor decarbonisation actions and progress against targets in pursuit of operational Carbon Net Zero by 2030 and borough-wide Carbon Net Zero by 2050. This is available below with an overview of the greenhouse gas emissions from the Council for 2019/20 to 2021/22 available in section 4 from pages 19 to 27.
The Council calculates and details the Greenhouse Gas Emissions from its operations on an annual basis and presents the findings to the Council’s Corporate Management Committee. The contents of these reports to date are available in the below PDF documents:

Climate Change Update Report
The Climate Change team take a report to Corporate Management Committee every six months which provides Runnymede councillors with an update on climate and sustainability initiatives happening across the Council. Home Energy Conservation Act Report
The Home Energy Conservation Act 1995 (HECA) requires councils in England to submit a report to the Secretary of State for Business, Energy and Industrial Strategy (BEIS) every two years demonstrating what energy conservation measures they have adopted to improve the energy efficiency of residential accommodation. This covers measures to improve properties in the owner-occupier, private rented sector, and social rented sector. BEIS uses data submitted through the HECA returns to inform policy thinking on energy efficiency, and to build an ongoing picture of local and national energy efficiency policy delivery.
